The Ministry of Housing and Territorial Planning (MIVIOT) has established and delimited the Polygon of Influence of the Cable Car of the Panama Metro System through Executive Decree No. 13 of November 26, 2025, published in Official Gazette No. 30413-C. This five-article regulation is crucial for the planning and execution of the new transportation system.
The decree determines the Polygon of Influence of the Cable Car over an area with a total length of 6.7 kilometers, which covers the six stations planned for the project: Balboa, Cincuentenario, Samaria, Mano de Piedra, Valle de Urracá, and Torrijos Carter.
Requirements and delimitation of the easement The official document indicates that the precise delimitation of the area or easement of influence of the cabins will be established once the final alignment and profile of the project are defined. This easement will include the delimitation of the gauge, which must remain free of any obstacles both in the horizontal and vertical planes, ensuring the safe operation of the transportation system.
Restrictions for the use of real estate MIVIOT establishes that any act involving the use, usufruct, right, encumbrance, alienation, construction, or modification of real estate, as well as the recognition of ownership, the change of land use, or the modification of economic activities within this zone, requires the non-objection of Metro de Panamá, S.A. This approval must be obtained prior to the final approval of the competent authority.
Regarding the acquisition or occupation of land necessary for the development of the transportation system, the decree stipulates that all actions will be carried out based on the value in effect on the date the regulation comes into force.
All actions related to the execution of the work, the processes, procedures, and any other management required will be coordinated by Metro de Panamá, S.A., in collaboration with the corresponding public entities.
The National Government, by declaring this new transportation system of public utility, aims to significantly improve urban mobility and enhance the quality of life for residents in the districts of Panamá and San Miguelito.
