The Board of Directors, on behalf of all its members, the executive presidency, and staff, adopts this resolution in memory of Mr. Luis Horacio Moreno Tejeira.
CONSIDERING that on April 9, 2026, Mr. Luis Horacio Moreno Tejeira passed away in this city, a patriot, an exemplary citizen, an undisputed reference of the Panamanian banking system, and a figure of national and international transcendence, whose life embodied the highest values of service, integrity, and commitment to the country.
CONSIDERING that his professional career constitutes an extraordinary testimony to leadership, excellence, and vision, having contributed decisively to the consolidation, projection, and prestige of the International Banking Center of Panama, at decisive moments of its historical evolution.
CONSIDERING that, as President of the Board of Directors of the Panamanian Bank Association during the periods 1976-1977 and 1977-1978, he exercised firm, lucid, and visionary leadership, guiding the guild with a sense of responsibility and deep institutional commitment.
CONSIDERING that he held high positions of national and international relevance, standing out as General Manager of Chase Manhattan Bank in Panama, as well as a representative of our country before multilateral organisms such as the World Bank, the Inter-American Development Bank (IDB), and the International Monetary Fund (IMF).
CONSIDERING that during the period of democratic reconstruction that followed the invasion that ended the military dictatorship, as General Manager of the National Bank of Panama, he directed its sanitation, which was fundamental to recovering citizen confidence in the banking system, as well as the government's financial solvency, laying the foundations for the country's amazing economic recovery.
CONSIDERING that his intellectual and academic vocation led him to form generations of professionals, sowing knowledge, critical thinking, and ethical principles in the university sphere, thus contributing to the strengthening of the country's human capital.
CONSIDERING that as founder and president of the Panamanian Foundation for Ethics and Civicism, together with his abundant and profound written work, he transcends the technical sphere to delve into reflection on ethics, civics, and the destiny of the nation, constituting a permanent legacy for the collective consciousness of Panama.
CONSIDERING that his life was an example of integrity, serene leadership, commitment to democratic values, and firm conviction in the importance of ethics as a pillar of the sustainable development of society.
CONSIDERING that in recognition of his exceptional trajectory and his invaluable contributions to the development of Panamanian banking, Mr. Luis Horacio Moreno Tejeira was distinguished in the year two thousand twenty-three with the Order of Merit René Orillac, the highest decoration awarded by the Panamanian Bank Association to those bankers whose professional life embodies the highest standards of excellence, leadership, and integrity, this honor constituting testimony to the deep respect, admiration, and gratitude of the entire banking guild;
CONSIDERING that his departure mourns the entire Panamanian nation, which loses one of its most illustrious citizens, whose example will endure as a beacon of inspiration and moral reference,
RESOLVES
To express with profound solemnity and respect, the sorrow of the Panamanian Bank Association for the passing of Mr. Luis Horacio Moreno Tejeira, whose life dignifies the country's history and exalts the practice of banking.
To pay homage to his memory, exalting his imperishable legacy as an architect of banking development, a trainer of generations, a committed thinker, and an untiring promoter of ethics and civics.
To leave record of his invaluable contribution to the institutional strengthening of the Panamanian Bank Association and to the positioning of the Panamanian financial system in international trade.
To extend to his family, friends, and associates the most heartfelt condolences, accompanying them with sincere solidarity in this moment of pain, with the certainty that his legacy transcends time and memory.
To order that the present resolution be published as a solemn testimony of recognition and gratitude of the Panamanian banking guild, and delivered to his family as an expression of honor to his life and work.
