The San Carlos District Mayor's Office and the Ministry of Environment (MiAmbiente) suspended the construction of a rock wall within the high tide line at El Palmar beach following a citizen's complaint. The mayor of San Carlos, Antonio Pope Bernal, stated that the work was being carried out by a foreign citizen, using rocks found on the beach. For this action, the Ministry of Environment initiated a sanctioning process against the project manager. "We will not allow actions that alter the natural environment or affect the free access of our people," the mayor emphasized. After the authorities' intervention, the person in charge of the work proceeded to remove the machinery and materials used in the wall's construction. According to a MiAmbiente report, the removal of stones using a backhoe was confirmed at the site, with the aim of reinforcing an existing wall, without the corresponding permits. Beaches belong to everyone, and their public use must be respected.
