Panama Government Approves Purchase of A-29 Super Tucano Aircraft

The Government of Panama approved the purchase of four A-29 Super Tucano aircraft for the National Air-Naval Service (SENAN) for a total of $76.3 million. This decision was made through Cabinet Resolution No. 23, dated March 11, 2025, which amended a previous resolution from November 17, 2024 (No. 30406-B). The amendment to Article 1 specifies that the amount of $76,357,355.70 includes the Transfer Tax on Movable Goods and Services (I.T.B.M.S.) and the necessary financing for the acquisition. The purchase will be conducted through an exceptional procedure between the Ministry of Public Security and the company EMBRAER S.A., responsible for supplying the aircraft. The agreement also states that the funds will cover not only the cost of the aircraft but also the financing and taxes derived from their importation, to be managed through corresponding charges. Despite the modification to Article 1, the rest of the provisions of Cabinet Resolution No. 23 of 2025 remain in force. This amendment is based on Law No. 15 of April 14, 2010. The resolution enters into force immediately upon its promulgation, which was signed by the President of the Republic, José Raúl Mulino, and other state ministers.
