The Ministry of Health (Minsa) does not consider the creation of patronates justified for the administration of the Anita Moreno Hospital, in the province of Los Santos, and the Nicolás A. Solano Hospital, in La Chorrera.
According to our criteria, a change in management structure from a Board of Directors to a Patronate could represent a series of disadvantages and administrative challenges, which could affect stability, the public focus, and equity in access to care.
One of the most significant disadvantages would be that a patronate, with greater autonomy in financial and administrative management, could lead to a disconnection from the effective inter-institutional coordination that currently exists in the region.
Minsa does not see sufficient technical reasons to justify replacing the public management model at the Anita Moreno and Nicolás A. Solano hospitals, which are regulated and overseen by a Board of Directors in accordance with Law 36 of April 2011, with the figure of a patronate.
The current model has proven to be efficient in the provision of health services, guaranteeing equitable access, timely care, and effective coordination with other entities in the health sector, particularly with the Social Security System.
The public management model based on the Board of Directors has driven the modernization of the Anita Moreno and Nicolás A. Solano hospitals.
This structure has allowed for the improvement of their infrastructure and the optimization of medical and surgical services, adjusting to the capacity of the available human resources.
This approach has proven to be effective in hospitals such as San Miguel Arcángel, where the figure of a patronate was implemented, but it was decided to return to the Board of Directors model, resulting in substantial improvements in the quality of care and administrative efficiency.
