
A working meeting was held with the aim of addressing the issue of the professionalization of Public Administration through a new Administrative Career Law, which aligns with current challenges in human resources. The meeting was attended by the Public Administration Attorney, the Dean of the Faculty of Public Administration, representatives from the National Federation of Public Servants (FENASEP), and the General Directorate of Administrative Career (DIGECA).
During the debate, the importance of supervising contracted public servants was emphasized to ensure they do not have legal impediments when serving an accessory penalty. Deputy Roberto Zuñiga, who led the discussion, stressed the need for the modification of the Administrative Career Law to be accompanied by a general salary regulation in the public sector.
Additionally, the creation of a Technical Committee of Administrative Career and the National Institute of Public Administration was proposed, replacing the General Directorate of Administrative Career. The relevance of the Administrative Court of Public Service, established in 2017, was highlighted to guarantee the rights of workers in the public sector.
In the technical analysis, the need to regulate entry processes through public competitions was discussed, as well as increasing the salaries of state employees. It was noted that the current job manual for nominations is outdated and does not reflect the current reality, therefore it is proposed to adapt appointments and promotions according to the specific needs of the institutions.
