The Cabinet Council approved a bill that strengthens job stability for teachers with temporary contracts in Panama, aiming to address the growth of the student population.

Each year, the increasing number of students creates the need for more teachers and professors to fill educational vacancies. To address this situation, the approved bill seeks to establish new conditions that guarantee stability for these educators, but through competitive processes.

The bill will introduce Article 18-B to Law 12 of 1956, which will allow temporary appointments for teachers who have met certain requirements and satisfactory performance evaluations during a prior period.

Article 18-C establishes that teachers who have worked temporarily for 5 years or more can access a permanent appointment after a one school year probation period, as long as they meet the established conditions.

At the end of the probation period, if the teacher's performance is satisfactory, they may be appointed permanently, thus ensuring greater stability in their position. In addition, it is foreseen that the transfer to the vacancies created by this law will be done through competitions, prioritizing those who meet the criteria established in the regulations.

The bill approved by the Cabinet Council aims to provide stability to teachers and professors working under temporary contracts due to the increase in the number of students in the country's official educational centers. With more than 800,000 students in early childhood and secondary education classrooms, the goal is to ensure an educational system that meets the needs of the constantly growing student population.
