FENASEP warns of civil service reform rollback in Panama

The National Federation of Public Servants (FENASEP) is warning that reforms to the Civil Service Law represent a major setback and violate the rights of public servants. This was stated by FENASEP's Legal Advisor, Augusto Berrocal. He noted that the current project differs significantly from the original proposal, which was developed over months of dialogue. "What is being done now is not what was intended at first," Berrocal said. The federation asserts that the new government project ignores most of the consensus reached and contains unconstitutional provisions that directly affect workers. "This proposal has nothing to do with what was discussed. It goes against many agreed points and contains unconstitutional elements that directly impact workers," he emphasized. FENASEP is particularly concerned about restrictions on the right to unionize within the public sector. The organization also rejects any attempts to affect retired public servants who continue to work. The federation will remain vigilant of the legislative process and does not rule out submitting observations to the National Assembly to stop any reform that, in their view, weakens the Civil Service and the protection of public servants.
