Panama. The Board of Directors of the National Secretariat for Childhood, Adolescence and Family (Senniaf) agreed to recommend the entity to execute the measures derived from the conclusions of the technical reports presented, to reinforce the protection of minors under state custody, housed at the Comprehensive Care Center (CAI) of Tocumen. The institution was also ordered to render monthly reports on the progress in adopting these recommendations and to present reports on matters requiring inter-institutional coordination and articulation, as well as those that must be addressed in accordance with numeral 8 of article 20 of Law 14 of 2009, which creates Senniaf. These decisions were adopted during an extraordinary session chaired by the Minister of Social Development and president of the Senniaf board, Beatriz Carles de Arango. During the meeting, it was informed that the actions are a continuation of the provisions established in Resolution No. 001-2026 of February 9, 2026, which ordered the initiation of an administrative process to investigate facts related to the CAI of Tocumen and to carry out inspections, both in that center and in other dependencies of the institution. The inspections carried out documented findings linked to infrastructure conditions and the provision of comprehensive care and attention services for the resident population, which led to a series of recommendations aimed at strengthening protection mechanisms and improving institutional management. The Board also reiterated that all actions must be governed by the current legal framework and by the principle of the best interests of the child.
Senniaf must reinforce protection of minors after findings at Tocumen CAI
The Senniaf Board recommended that the entity take measures to protect children in state care after inspections at the Tocumen CAI revealed infrastructure and service quality issues. The institution is also required to submit monthly progress reports.
