The National Assembly of Panama has presented a new bill aimed at radically transforming the working conditions of street sweepers (affectionately known as 'little ants'), garbage collectors, and other personnel involved in waste management. The draft bill will be analyzed this Monday, March 16, in the Commission on Labor, Health, and Social Development, where the participation of various sectors linked to waste management is expected.
The central objective of this legislative proposal is to establish a solid legal framework to guarantee labor security, providing tools for constant training and optimizing the conditions of a job that is critical for public health and environmental protection. According to the bill's justification, these workers currently operate in a state of vulnerability, permanently facing physical, chemical, and biological risks. Historically, this sector has lacked adequate personal protective equipment (PPE) and rigorous technical training in occupational safety.

A New Salary Scale and Professionalization
- Manual of Procedures: The Authority for Cleaning and Waste Management (AAUD) will be required to create a mandatory manual for all companies and municipalities.
- Labor Scale: A salary system based on experience, certifications, and technical training is proposed.
- Preventive Health: The regulations would include periodic medical evaluations and safety protocols in high-risk areas, supported by the National Police.
