The Ministry of Health (MINSA) in the Chiriquí region has communicated through Circular No. 002-DPSCH-2025 the suspension of payment for extraordinary shifts during the carnival festivities and fairs due to a significant cut in the budget allocated for the fiscal year 2025.
According to the document signed by regional medical director, Dr. Federico Pérez, and head of Health Service Provision, Dr. Karina Granados, the reduction specifically affects item 040 designated for extra shifts. In light of this situation, medical units are urged to reorganize their schedules to ensure continuity of service without incurring additional costs.
Health authorities suggest that extraordinary shifts be adjusted through rotating shifts within regular working hours or through compensatory time previously authorized by Regional Human Resources. The circular calls on officials to comply with the provision, emphasizing that the budget allocated to the ministry is not sufficient to cover all operational expenses.
The measure responds to the budgetary limitations faced by MINSA and seeks to prioritize the use of available funds. However, this decision could generate concern among healthcare personnel who usually cover these high-density events during carnivals and fairs.
