Panama City Waste Collection Tender Halted Due to Company Complaint

The Istmo Green Panama consortium filed a complaint against the evaluation commission's report, specifically for zone 4, where it competes with Consorcio Aseo del Este. Aseo del Este submitted a bid of $39.3 million, while Istmo Green offered $44.7 million. In this category, there was no competition, as it was the only consortium to submit a bid, which was for $46.3 million. In zone 3, comprising the districts of Chilibre, Alcalde Díaz, Las Cumbres, Ernesto Córdoba, and Caimitillo, only one proposal was submitted, from the company Roca Atlántica, S.A., which offered $39.3 million. The legal representation of Istmo Green maintains that Aseo del Este violated the rules of this public procurement process. This zone includes the districts of Tocumen, Pedregal, Mañanitas, Juan Díaz, Las Garzas, San Martín, 24 de Diciembre, and Pacora. It requests the DGCP to order a new evaluation commission to conduct a partial analysis of the bids submitted in category 3 of the tender. The Directorate General of Public Procurement (DGCP) admitted the complaint from one of the companies bidding for the waste collection contract in the capital, thus the public procurement process is provisionally suspended.
