In Panama, the 'Ángel Guardián' program supports over 19,000 people with severe disabilities. The initiative, led by the Ministry of Social Development (MIDES), aims to provide for basic needs, including food, medicine, and specialized care for individuals with severe disabilities and dependency. Over the past 20 months, the program has transferred more than $4.76 million to support vulnerable households.

The program also facilitates access to health check-ups, mental health talks, and inclusive education. Coordinator Ildaura Ayarza explained that the program's objective is to guarantee the full exercise of rights through comprehensive support.

The distribution of beneficiaries shows the highest concentration in the provinces of Panamá, Chiriquí, and Panamá Oeste. The largest group of participants is people aged 30 to 59.

Claine Yamilca Villarreal, the mother of Elaine, highlighted that the program has been fundamental to maintaining her family's stability since 2015. These resources are intended for individuals with complex clinical cases, including cerebral palsy, microcephaly, and intellectual disabilities.
