Panama's Minister of Government, Dinoska Montalvo, reported 75% progress in appointing community justice judges as part of the system's transformation under Law 467. She announced plans to reach 90% by January 2026 and hold a new contest in May to strengthen the system.

The Minister of Government, Dinoska Montalvo, announced that the transformation process of community justice has registered a significant advance with the taking of possession of 75% of the designated judges throughout the national territory. This transformation is being carried out under the guidelines established in Law 467, which was enacted on April 24, 2025. During a press conference, the minister was accompanied by the Director of Planning, José Pino, and the Director of Legal Advice, Diana Rigau. Montalvo emphasized that the selection process has been based on open calls to ensure transparency and avoid the politicization of the justice system. To ensure compliance with this regulation, the minister reported that tours have been made through the central provinces and active work teams are maintained in Chiriquí, Bocas del Toro, Darién, and the indigenous comarcas. The head of the portfolio highlighted that strengthening community justice is a key tool to address citizen conflicts in a timely manner. According to Montalvo, an early intervention in these cases prevents disputes from escalating to situations of violence that require the intervention of the Public Ministry. She also announced that in May 2026, a formal contest will be held with the purpose of integrating participants into a fully strengthened functional structure.
