Panama's Supreme Court has overturned a ruling that blocked a land use plan modification. The 'Soy Paitilla' association, which challenged the change, failed to prove irregularities during the public consultation.


Panama Court Allows Land Use Plan Modification

The Supreme Court of Panama has overturned a ruling that had halted a modification to the Local Land Use Plan (PLOT) in Panama City. This decision came in response to an appeal filed by the 'Soy Paitilla' association. The association had alleged irregularities during the public consultation process. These included a lack of attendance control, which would have made it impossible to determine if participants were actual residents of the area; the alleged presence of outsiders; and changes to the date and time of the meeting. Additionally, they claimed that the public hearing, held on September 8, 2025, in the Farallón room of Omar Park to discuss zoning changes in San Francisco, coincided with a Panama national football team match. Nevertheless, the court found that 'no violation of the established rules for proper citizen participation was observed'. The Municipal Council, in turn, had explained that the land use plan was developed in accordance with technical studies and urban planning criteria to balance urban development and property rights.
