The Authority for Consumer Protection and Competition Defense (Acodeco) reported that between January and February 2026, 93 cases of non-compliance with the benefits established by Law 6 of 1987, which regulates discounts for retirees, pensioners, and senior citizens, were registered. The main irregularities detected include 40 cases related to interest rates on loans, 16 for a lack of visible signs with discounts, and 14 for not applying the 25% reduction in restaurants. For these violations, the entity has imposed 12 sanctions in the first instance, totaling $16,000. Acodeco recommended that if a business does not respect the discounts, the affected person must first file a complaint at the establishment. If it is not resolved, they can report it to the entity, keeping evidence such as invoices or photographs. Among the main benefits established by Law 6, there are 50% discounts on recreational activities, 30% on public transport, 25% in restaurants, as well as reductions in health services, medicines, public services, and procedures. In the case of the Panama Metro, beneficiaries can access a 30% discount by managing a special card that must be renewed annually. Main discounts for retirees and pensioners: Recreation and entertainment: 50% in cinemas, theaters, sporting events, and public shows (except for charitable ones). Transportation: 30% on intercity buses, trains, boats, and ships. 25% on airfares. 30% on the Panama Metro (requires a special card with annual renewal). Hotels and accommodation: 50% from Monday to Friday. 30% from Friday to Sunday. Restaurants: 25% on individual consumption. 15% on fast food from franchises. Health: 15% in private hospitals and clinics. 20% on medicines. 20% on medical and surgical fees. 15% on dental and optometry services. Professional and technical services: 20% on professional fees. 20% on prostheses, devices, and accessories. Public services: 25% on electricity (up to 600 kWh). 25% on residential telephone (one line). 25% on water consumption (up to B/.30). Other benefits: 50% on passport applications. 50% on airport tax. 20% on funeral services. 100% exemption on procedures from the Public Registry for non-profit organizations.
