In response to the global energy crisis and rising oil prices, Panama's Ministry of Economy and Finance has issued a circular mandating state institutions to reduce fuel consumption. Strict control measures have been introduced, including weekly reporting, travel restrictions, and the promotion of remote work.

Due to the impact of the global energy crisis and the sustained increase in international oil prices, the Ministry of Economy and Finance (MEF) of Panama has issued Circular MEF-2026-19187, which establishes guidelines for the use and control of fuel in state entities. The MEF proposes actions to ensure more efficient use of public resources, with an emphasis on fuel consumption. Among the main measures established are: maintaining fuel consumption within the budgeted amount for 2026, without allowing increases through budget transfers. Exceptions for public transport, security, and health, under permanent monitoring. Weekly fuel consumption report as a control mechanism. Shared use of official vehicles and possible suspension of non-essential units. Promotion of staggered schedules from 7:00 a.m. to optimize work mobility. Reduction of official missions and prioritization of virtual meetings. Restriction of international travel and per diems, limited to critical cases or those not replaceable by digital means. Promotion of vacation use for officials with accumulated periods or who reside far from their workplaces. Digitalization of processes, promoting virtual procedures, use of email, and reduction of paper consumption. The implementation of these provisions will be mandatory for all entities that administer public funds. The circular also states that the guidelines may be adjusted as external conditions evolve.
