In Panama, self-employed individuals must enroll in the social security system. This process must be completed within six months after filing and paying the annual income tax return. Failure to comply results in surcharges and late interest. Affiliation with the Caja de Seguro Social (CSS) is the first mandatory step for all independent workers. It is fundamental to guarantee access to medical benefits, subsidies, and future pensions. According to the 2025 reform, self-employed individuals must pay their own contribution rates to the social security system: 9.36% for pensions and 8.5% for health, based on their declared income, with a minimum monthly payment of $800. The process is carried out in person at the institution's administrative agencies and requires presenting a valid identification document (national ID card for citizens or passport/residence card for foreigners), completed affiliation forms including the beneficiary designation card, and a copy of the income tax return and payment receipt as financial proof. Individuals under 18 years of age engaged in hazardous work or whose school attendance is affected cannot be incorporated into the system. The 2025 reform clarifies that self-employed individuals will be exclusively covered by the Solidarity Capitalization Component and must pay their corresponding contributions to the CSS themselves. Payments are made through the means available to the institution and are calculated as follows: 9.36% on the worker's contributable income for Disability, Old Age, and Death (IVM) risk, and 8.5% on the voluntarily declared income for Sickness and Maternity (REM) risk, with a minimum monthly amount of $800, which may be updated by CSS regulation. Default on full or partial payment generates surcharges and interest as provided by law. Self-employed individuals contracted by the State must verify that their affiliation is up to date. If not, they have a 30-day deadline from the start of the contract to formalize it, also presenting the service contract.
