Luis H. Moreno Jr., a key figure in Panama's economic reconstruction after the end of the military dictatorship in 1989, has passed away. He was a recognized banker, civic leader, and professor who made a significant contribution to strengthening the country's democratic system. In 1990, at a critical moment for the financial system, Moreno took over as the manager of the National Bank of Panama (BNP). From this position, he became a fundamental part of the government's economic machinery under Guillermo Endara, which faced the challenge of stabilizing a country with weakened public finances. He was part of the team that, in a single presidential term, managed to steer the economic recovery amidst fiscal limitations and a damaged institutional framework. His management at the BNP focused not only on banking stability but also on accountability and ethics in public administration. In 1992, Moreno promoted investigations into cases of embezzlement and improper handling of funds within the bank itself, linked to the previous military administration. President José Raúl Mulino expressed his condolences for his passing, calling him an 'exemplary citizen, impeccable banker, a forger of ideas and projects'. In January 2023, Moreno was awarded the Order of Manuel Amador Guerrero in the Degree of Grand Cross, in recognition of his merits in the financial sector and his contribution to the social and economic development of Panama. That same year, he also received the decoration and medal from the Electoral Tribunal. Luis H. Moreno began his career at The Chase Manhattan Bank in David, where he worked as a 'horseback banker', touring farms in the province of Chiriquí. He later moved to New York, where in 1970 he became the first Panamanian to hold the position of general manager and president of The Chase Manhattan Bank. His academic training included studies at several universities abroad, graduating with honors in Agronomy from the University of Arkansas in 1955. In addition to his professional career, Moreno maintained an active participation in civic life.
