**Panama, October 27, 2025**. As a result of the silent demonstrations and new protests in the provinces of Los Santos, Herrera and Veraguas, the Ministry of Health (Minsa) has begun active measures to support the population. The Ministry has been working with the Operations Center of the Presidency (COEP) to declare a medical emergency, organize access to drinking water and coordinate evacuations in the affected areas.

In the region of Los Santos, in the province of Los Santos, the Regional Health Department activated the operations. As of October 27, all operations of the Tonosí Fire Department are in a state of emergency: including water pumps, stations and police. To evacuate patients and prevent them from being stranded in their territories, two 4x4 vehicles and one ambulance with medical support were deployed. Subsequently, two more operations were carried out.

In the Veraguas region, the Minsa group began working in key areas of the Mariato district, where the Baru and La-Palita points were established. In agreement with the National Civil Protection System (SINAPROC), DISAPAS specialists are beginning the evacuation of people in these areas. On October 29, mobile brigades will be sent to three temporary shelters for displaced people—in Casco Viejo, La-Merced and Flores. In this command, medicines, food, and experts will be sent according to the psychological support plan.

A command post for product distribution has been established, which will verify the posting of products in the shelter. In the Panama-Est region, Minsa officials reported the observation of the Pirat-Emerald, where the state of health of the population and the logistics of support were assessed.

Coordination of the ongoing operations is carried out through COEP, uniting the efforts of the police, order, infrastructure and ecology. This allows for the effective distribution of resources, the assessment of the situation of the affected and the organization of logistical support.
