The lack of a foreign policy strategy to garner solidarity and effective support for Panama's sovereign aspirations against the ambitions and threats of Washington reveals a series of serious shortcomings. The unique diplomatic vision is blurred by the threat and foreign attempts to undermine Panama's sovereign right over its territory. In compliance with the Torrijos-Carter Treaties, this country cannot and should not cede the interoceanic route, nor adhere to any military pact that puts neutrality at risk.

It is important to highlight that the recovery of the Panama Canal was not achieved as a gift or a grant, but as a result of a liberation process that caused the deaths of men and women driven by the decolonizing slogan of 'one territory, one flag'.

In this sense, it is essential for Panama to establish a clear and effective strategy in its foreign policy to protect its sovereign interests and maintain its neutrality amid external pressures. The program aimed at reflecting on the history, risks, and challenges of the Panamanian nation in the global context becomes fundamental to strengthen the identity and position of the country in the international arena.
