Debate on Social Security Reform in Panama

The lengthy debate on Project 163 to reform the Social Security Fund is crucial for economic stability and social peace in Panama. Deputy Camacho insists on expediting discussions to avoid delays.


In the second debate on project 163, which aims to reform the Social Security Fund by addressing the Disability, Old Age, and Death program, the fundamental points that must be discussed in the Plenary of Deputies without delays are highlighted, as nearly four months have passed, and it is necessary to promote social peace, stimulate the economy, and consider the implications of the rating agencies. This was stated by Deputy Luis Eduardo Camacho.

According to Camacho, the start of the discussion this Monday through three extensive blocks (articles 2 to 50; 51 to 112 and 113 to the end including 1) to approve the methodology does not have the approval of the parliamentarian, who considers that two blocks would be sufficient and that this system will cause prolonged errors. The deputy argues that the project should have been debated responsibly during extraordinary sessions.

Emphasizing the importance of speeding up the discussion, Camacho highlights that society is already aware of key points, such as retirement age and funds allocated for investment and administration: "We do not want this project to be approved without a thorough review," the deputy specifies. Even though the discussion is not directly related to the economy, Camacho points out that the approval of the reform affects employment and impacts the rating agencies.

For Camacho, the extension in the methodology employed for the discussion of the project should be simplified in order to reach national agreements quickly, given that it is the role of the National Assembly. While the majority of deputies agree on approving the best possible project, it is imperative to expedite the process to benefit the economy, jobs, and maintain social peace.

"Criminals, thugs, and delinquency are those who ask to steal from the Social Security Fund," said Luis Eduardo Camacho during the session, calling for responsibility and diligence in the discussion of the project for the benefit of Panamanian society.
