Ombudsman of Panama Advises on Migrants' Rights

The Ombudsman in Panama issues recommendations on the protection of the rights of migrants deported from the U.S., ensuring their well-being and access to services.


The Ombudsman of Panama, represented by its head Eduardo Leblanc, issued a series of recommendations to the Panamanian authorities in response to the arrival of migrants deported from the United States. In light of this situation, the Ombudsman activated a technical team to verify respect for the human rights of migrants at the location where they are housed.

"We issued recommendations to the authorities based on Panama's obligations under International Human Rights Law and our national legislation," Leblanc pointed out. Among the key recommendations is the Temporary Regularization of Migration Status, ensuring the issuance of a resolution by the National Migration Service that protects the rights of these individuals while determining their repatriation or resettlement.

Furthermore, efforts are made to guarantee the Right to International Protection, especially for those migrants seeking refugee status, following the procedure established by the National Office for Refugee Assistance (ONPAR). Emphasis is placed on the Protection of Children and Adolescents, highlighting the importance of their safety, well-being, and access to education, health, and protection against family separation.

Another key recommendation is the Verification of Family Ties to prevent cases of human trafficking, ensuring the authenticity of the parental relationships of accompanied minors. It is also proposed to improve the Reception Procedures for Migrants by implementing a standardized protocol for repatriation flights, with the participation of the Ombudsman, SENNIAF, and international organizations.

Leblanc reaffirmed the commitment of the Ombudsman to the protection of the fundamental rights of all persons in Panama, emphasizing the responsibility to ensure compliance with constitutional guarantees and international treaties regarding human rights.
