The official document, signed by Comptroller General Anel Flores, establishes extraordinary measures to protect the state's patrimonial interests due to alleged irregularities and possible acts of unjust enrichment detected in the management of public funds during Carrizo's tenure.

The resolution is based on Article 280 of the Constitution and Law 32 of 1984, which empower the Comptroller's Office to retain and safeguard assets, accounts, and assets when there are indications of harm to the public treasury.

According to the text, the measure includes the identification, securing, and evaluation of properties linked to the former vice president, up to the specified amount.

The statement emphasizes that the decision was made «to prevent the diversion or irregular disposal of public resources while the corresponding investigation is underway,» and instructs the National Directorate of Oversight and Logistics to immediately execute the necessary actions to ensure the effectiveness of the seizure.

In its considerations, the resolution states that sufficient elements have been gathered to justify the intervention, following audits that revealed inconsistent financial movements and possible harm to the state.

The Comptroller's Office stresses that it is acting «preventively, transparently, and in accordance with the law,» as part of its constitutional mandate.

The measure against José Gabriel Carrizo has shaken the political class and sparked reactions in the judicial and citizen spheres.

Analysts maintain that this decision sets a historic precedent, as an action of this magnitude has been applied for the first time against a former Vice President of the Republic.
