Panama: Process to Recall Mayor of Colón Begins

Panama's Electoral Tribunal has authorized the collection of 52,149 signatures to recall the mandate of Colón district mayor Diógenes Galván. The process will last 120 days.


The Electoral Tribunal announced that as of today, the process of collecting signatures in support of the recall of the mandate against the mayor of the Colón district, Diógenes Galván, has begun. The entity details that 52,149 signatures are required, representing 30% of the 173,829 voters registered in the Final Electoral Roll for the General Election on May 5, 2024. Through Resolution 001-DROEC-RM-2025, issued on August 26, 2025, the Electoral Tribunal authorized the start of the collection of signatures necessary to support the petition. Rodríguez promoted the initiative under the provisions of Article 6 of Decree 49 of 2020 and Article 2 of Decree 8 of 2025, which regulate the procedures for the recall of mandate by popular initiative. The Electoral Tribunal added that individuals who wish to support with their signature must be registered in the aforementioned electoral roll of the Colón district, as well as in full enjoyment of their citizen rights. Galván was elected by free nomination in the general elections of May 5, 2024. It was detailed that this measure will conclude on March 11, 2026. The recall initiative was presented by Miguel Ángel Rodríguez, and a period of 120 calendar days will be available for the collection of the required supporting signatures. The signatures will be received at the headquarters of the Regional Directorate of Electoral Organization of Colón, located on 1st Street, Coconuts Avenue, Cristóbal Colón Building, corregimiento of Barrio Norte, from 7:30 a.m. to 3:30 p.m.
