Panama's education ministry supports school repairs, sparking a debate. Officials state that FECE funds cover maintenance, but responsibility for facility care lies with students, teachers, and the administration.

Panama Dispute Over School Repair Funding

The Ministry of Education (Meduca) backed the request from the José Dolores Moscote Institute's management for classrooms to be delivered in good condition by the end of the 2025 school year. This measure has divided parents, who believe that the cost of maintenance work, such as painting classrooms, should be covered by the Equity and Quality Education Fund (FECE) and not by students. Esther Torres, National Director of Secondary Education, explained that school principals have access to 75% of FECE funds to allocate to infrastructure rehabilitation projects, which includes maintenance tasks like painting classrooms. 'Although FECE funds maintenance, it is essential that we all be responsible for caring for the facilities. We cannot justify damage to walls or furniture simply because funds are available,' she highlighted. 'It is important to understand that the use of these resources is intended to keep schools in proper condition. The purpose of these funds is precisely to improve the facilities and ensure a conducive environment for learning,' commented Torres. However, the official emphasized that the care of the facilities also falls on the students and teachers.
