On December 19, 2025, the Panamanian government will present a bill in January to reform the Public Procurement Law. "I hope the new bill arrives, radically changing the terms and conditions of the current law, which only serves to generate corruption, block tenders by the loser, and carry out extortion to achieve the contract anyway... It is an adventure to bid under that law, which is a disaster," stated Mulino. Additionally, the head of state instructed all ministries to modify the evaluation commissions operating under the Public Procurement Law, as he said they are not yielding results. He also warned that the next contract that comes to the Cabinet of Ministers, if the commissions have not been changed, will not be approved. Mulino hopes that the National Assembly will be willing to discuss the new norm seriously and without alarmism to provide the country with a good law.
