Arraiján City Hall announced sanctions against those who blocked public access to Vista Alegre beach.
A video shows a dump truck placing large rocks on the dirt road that leads to the beach.
Municipal officials removed a fence that was "unlawfully obstructing" access, calling the blockage an "unauthorized, malicious intervention" to deny public use of the space.
"As a municipal administration, we will not allow any private party, arbitrarily or in bad faith, to block spaces that belong to everyone," the statement read.
They also said the rocks will be removed and the area kept free, accessible, and protected for public enjoyment. The mayor has been working on restoring public spaces since the beginning of the year.
