Assembly Regulation Reform in Panama

Panamanian deputies seek to update the National Assembly's regulations, which have not been changed for over a decade. The goal is to increase the transparency of the parliament's work and restore citizens' trust. In the coming weeks, the Credentials Committee will begin discussing over 240 reform proposals.

Therefore, one of the main challenges of the second ordinary session period will be to reach the necessary consensuses to update the regulations. Herrera announced that the topic will be taken up again in the coming weeks in the Credentials, Regulations, Parliamentary Ethics and Judicial Affairs Committee, through a work that he described as 'direct and concrete'. 'This Assembly will focus its efforts on achieving it. However, under the chairmanship of the Panameñista Jorge Herrera, the discussion has regained strength and is gaining more and more support among the deputies. The lawmakers agree that the rules governing the functioning of the Assembly have been left behind after more than a decade without being reformed. In the coming weeks we will work together with the president of the commission to give priority to this issue,' he expressed during a recent intervention. The prohibition of secret ballots, the evaluation of the performance of the officials of the National Assembly, greater facilities for alternate deputies and the precise definition of debate times and functions of working groups are among the main reforms that the deputies are promoting for the Assembly's internal regulations, with the aim of transparentizing their work and recovering citizen trust. Among the proposals, it is also suggested that those who intend to modify this regulation must previously pass a course in legislative technique, general knowledge and law formulation, so that the initiatives presented respond to the institutional reality of the Parliament. Although the review of this document has been a recurring issue on the legislative agenda, previous attempts have not been successful.
