Panama's President José Raúl Mulino and Paraguay's President Santiago Peña agreed on the need for an urgent dialogue among regional leaders to organize a democratic transition in Venezuela. They emphasized that the country's future must be decided by its people, and the process must include the return of exiles and the release of political prisoners.

The President of the Republic, José Raúl Mulino, held a telephone conversation this Monday with his Paraguayan counterpart, Santiago Peña. They agreed that it is necessary to hold, in the short term, a conversation between the region's leaders about a democratic transition in Venezuela. During their dialogue, the presidents recognized the importance of an orderly process and for Venezuelans to be the ones to decide their country's future. They also reiterated that the process must, from its outset, include the return of exiles and the release of political prisoners. In the conversation, the Panamanian head of state highlighted that during the crisis in Venezuela, Panama has suffered part of the humanitarian catastrophe due to irregular migration across its borders, where over 90% of registered individuals were Venezuelans. As of now, the foreign ministries of both countries are coordinating a virtual conversation among the region's presidents who agree to participate.
