Despite the criticism it generated at the time, the legislative initiative that would order the State to provide economic support to legally constituted carnival associations and boards, was backed yesterday, Tuesday, in the Commission on Commerce and Economic Affairs of the National Assembly. "We must incentivize and provide economic support for the carnival and other activities that generate growth and promote tourism in the interior of the country." The regulation establishes that the Executive Branch, through the Tourism Authority, will include a specific item in the general state budget for the carnival boards of the interior, Gatuncillo, Taboga, and Chepo. Deputy Manuel Cohen, proponent of the bill, argues that the carnival is more than a recreational activity, as its impact affects the economic, tourism, and cultural sectors; therefore, it is necessary to contribute to its development to boost the country's provincial growth. Castañeda agreed with Cohen that the initiative is important to preserve the development of an activity that generates millions of dollars annually for the country. Deputy Dana Castañeda, for her part, suggested that a mechanism for monitoring and control of these funds be included in the draft bill to guarantee their use. It was also requested to include smaller structures that do not hold carnivals on a large scale as happens in Las Tablas, but have been promoting the culture of their towns artistically for years. The amount allocated will depend on the age and track record, cultural and tourism impact, estimated number of visitors, organizational capacity, and compliance with the association's regulations. He mentioned that the festival is not reduced to 4 days, since the organizations begin to prepare months in advance; therefore, it is crucial that they receive the requested support.
