Resignation of Panama National Lottery Director

Saquina Jaramillo Adam resigned as director of Panama's National Charity Lottery. Marcela Hernández Fernández is named acting director. The lottery continues operations amid legal challenges and low returns.


This Friday, the official gazette Gaceta No.30445 published Executive Decree No.1 of January 14, 2026, which announces Jaramillo's resignation and states that Marcela Hernández Fernández will serve as acting director until a new one is appointed.

Saquina Jaramillo Adam resigned as director of the National Charity Lottery, a position she held since September 2024. The lottery ended December with a 30% return, 5% lower than in December 2024.

Furthermore, the ruling of the Supreme Court on the Lotto is still pending. Despite President José Raúl Mulino's request to suspend it due to a lack of profits for the entity, the lottery continues to be played.

Hernández has held the position of Deputy Director General since February of last year. Sales in chances and tickets in the last month of 2025 amounted to $51.3 million, higher than in November ($46.7 million) and October ($50.8 million).

The former director had plans for the digital transformation of the entity, arguing that it was outdated and all processes were carried out manually.
