Panama's New Law on Tourist Rentals Fails to Address Security Issues

Panama has passed a law regulating tourist rentals in condominiums, but experts argue it fails to address the main issue of security due to the absence of administration and outsiders in residential buildings.

In Panama's condominiums (PH), doormen are leaving, security guards remain to watch the lobby, and administration is absent. As a result, you have external people sleeping and wandering through common areas without knowing the building itself. This is the real security problem in condominiums today, and it is not solved by this project, considered Vargas. This is because most condominiums in Panama are for residential use and are not prepared for tourist accommodation. Another point questioned by the president of Apadeap is that the initiative creates a registration system for owners who wish to use their apartment in this way, but none of the requirements state whether the PH allows this activity. On the other hand, the article that allowed for sanctions in Law 80 on tourism promotion is repealed by the project. Project No. 301, which regulates the tourist rental of properties, was approved two weeks ago in first debate in the Assembly's Commerce Committee and represents an advance from a fiscal point of view. However, in the opinion of Mario Vargas of the Panamanian Association of Horizontal Property Administrators (Apadeap), the initiative does not solve the problem of horizontal properties (PH). "We have regulations, we have prohibitions, but we don't have sanctions, which would make it a dead and meaningless law," warned the lawyer.
