Cleaning Proposal Rejected in San Miguelito

The Municipality of San Miguelito announced the rejection of a consortium's proposal for cleaning services. The decision was based on numerous discrepancies, including untranslated certifications, insufficient experience, and incomplete documentation, which prevented the proposal from advancing in the evaluation process.


The Municipality of San Miguelito reiterates that this result is the product of a rigorous, objective, and transparent technical evaluation, aimed at ensuring that any procurement meets the standards required by the district, always in the protection of the public interest and the well-being of its residents. According to the report, among the main technical and administrative observations is the presentation of quality certifications (ISO 14001:2015, ISO 45001:2018, and ISO 9001:2015) in the English language, without the official translation into Spanish required by Law 22 of 2006 and the bidding documents. The Municipality of San Miguelito reported that the Public Act Evaluation Commission No. 2025-5-78-0-08-LV-006575 determined that the National Cleaning Consortium for San Miguelito, composed of the companies Pronto Aseo, S.A., Retraneq, and Recicladora Nacional, does not meet the minimum mandatory requirements established in the bidding documents, so its proposal did not advance to the evaluation stage under the criteria and weighting methodology established for this process. The Commission also verified that the certifications of digital platforms do not accredit the minimum required implementation time. Likewise, there were compliance reports with repeated and inconsistent information regarding beneficiary communities and execution locations. Similarly, an insufficiency was found in the consortium's general experience within the last 15 years, as well as incomplete documentation to support several executed contracts. Additionally, the Commission detected inconsistencies and lack of accreditation of the minimum required experience of the Key Technical Personnel, both the Operations Director and the Socio-Environmental Management Specialist. The report also points out deficiencies in the Technical Proposal, including the absence of the properly signed standard form, lack of clarity in the route design, inconsistencies in the vehicle fleet estimation, and an implementation schedule without the corresponding signature.
