Panama's Environment Ministry Regulates Water Extraction for 2026 Carnival

Panama's Ministry of Environment issued a temporary resolution for water extraction during the 2026 Carnival. Water can only be taken from approved sources to protect resources. Citizens must obtain a special permit.


The Ministry of Environment (MiAMBIENTE) has issued a temporary resolution for the extraction of water for recreational activities during the 2026 Carnival. Resolution DM-0028-2026 authorizes the extraction of raw surface water at specific, pre-approved points. This measure is based on technical analyses conducted during the dry season to ensure sufficient water flow and to protect priority uses, such as human consumption. The Ministry's Regional Offices will be responsible for setting extraction schedules, registering volumes, providing official stickers for authorized water tankers, and coordinating water recovery points for the benefit of the community. MiAMBIENTE has called on event organizers and the public to respect the regulations, use water responsibly, and help protect the country's water resources. To extract water, individuals or entities must apply for a temporary permit at least five working days in advance. The use of water from underground sources like wells and aquifers is strictly prohibited for recreational purposes. Failure to comply will result in economic penalties, with fines up to B/. 2,000. The authorized sites are located in the provinces of Bocas del Toro, Colón, Panama Metro, Panama Norte, Panama Este, Panama Oeste, Coclé, Herrera, Los Santos, Veraguas, Chiriquí, and Darién.
