The director of the National Authority for Decentralization (AND), Roxana Méndez, announced that the entity is analyzing adjustments to the Decentralization Law to strengthen resource distribution. Méndez emphasized that one of the central axes of the review is the resource distribution mechanism. She stated that the goal is to perfect current criteria and ensure that funds reach communities more efficiently.
It was pointed out that it is necessary to strengthen accountability and establish clearer mechanisms for supervising the use of resources once they are transferred to local governments. Additionally, she proposed the need for more representative regulation of citizen participation, reiterating that decentralization is the only fund where citizens intervene directly in budget decision-making.
It was noted that the current law does not contemplate specific consequences for community boards that do not execute the allocated funds. Meanwhile, it was revealed that in different districts, funds committed by previous administrations were neither budgeted nor executed, which, according to her, suggests the need for regulatory adjustments.
According to the AND, among the most relevant results of 2025 is a management focused on efficiency, modernization, and transparency. During the year, B/. 186,694,320.73 was transferred to finance 4,640 projects from the investment programs of municipalities and community boards, complying with the programming established by the Ministry of Economy and Finance (MEF). Likewise, a new Electronic Processing Platform was implemented, which guarantees greater transparency and agility in administrative processes. In terms of citizen participation, around 900 consultations were held, with the intervention of more than 65 thousand citizens. In the transparency axis, the entity maintains permanent monitoring of project execution through 150 monthly technical visits at the national level.
