PPC Intensifies Legal Actions Against Panama After Port Takeover

Panama Ports Company (PPC) reported this Friday that it has intensified legal actions against the Panamanian state following the takeover of the Balboa and Cristóbal ports on February 23, 2026. In a statement, the company indicated that, along with CK Hutchison Holdings, it has taken new legal steps. Among the reiterated actions, the company recalled that it had already filed an international arbitration against the Republic of Panama under the rules of the International Chamber of Commerce, in which it claims at least US$2,000 million in damages. PPC also informed that it has filed a recourse against Executive Decree No. Since that day, the terminals have been under state administration while the operational scheme is defined. Since then, the terminals have been temporarily managed by APM Terminals, while the government defines the definitive scheme for their operation. The company stated that it will continue to take legal measures and reserves 'all its rights and remedies against the State, its agents and third parties'.
