A group of deputies presented a resolution to introduce the bill for a second debate. This document was signed by deputies Luis Eduardo Camacho, Ariana Coba, Raúl Pineda, Manuel Cohen, and Johan Guevara. Consequently, deputies from the Vamos bloc, such as Janine Prado and Roberto Zúñiga, requested the appearance of the Minister of Social Development, Beatriz Carles de Arango, who was summoned to the plenary on February 12 to answer questions about the crisis surrounding the Comprehensive Care Center (CAI) in Tocumen and, in general, about the functioning of the child protection system under state supervision. Almost a month after the summons, the Ministry of Social Development informed the General Secretariat of the Assembly that the minister will attend the plenary on April 1. The date was coordinated on March 11, the day Carles went to the Justo Arosemena Palace to present the institution's report. José Luis Varela, from the Panameñista Party, accused the commission president, Alexandra Brenes, of 'blackmail' and of holding bill 447 'hostage' until the Mides minister appears at the plenary. Brenes, in her role as president of the Women's Commission, visited the shelters that house children, adolescents, and youth in the country. It was an atypical session, marked by recesses, unexpected votes, complaints, barbs, and clashes of speeches. During Monday's plenary session, the deputies of the National Assembly, besides the right of reply, also debated another thorny issue: the future of the legislative proposal that eliminates the Ministry of Women. A group of deputies from different blocs accused deputy Alexandra Brenes, an independent member of the Vamos bloc and president of the Commission for Women, Childhood, Youth, and Family, of withholding bill 447, which eliminates the Ministry of Women and revives the National Institute for Women (INAMU). Bill 447, an initiative promoted by the Ministry of Social Development (MIDES), was approved on February 3. During her tour of the CAI in Tocumen, she detected a series of irregularities and filed a complaint with the Public Ministry.
