The National Secretariat for Policies and Development for Afro-Panamanians (SENADAP) has submitted an official document to the National Assembly revealing a series of complaints about alleged institutional persecution and possible administrative irregularities involving public officials and the Minister of Social Development, Beatriz Carles de Arango.
The note, addressed to Deputy Jairo Salazar and dated March 18, 2026, cites allegations that, according to the document itself, arose after a presentation by SENADAP to the Legislature. In its content, SENADAP claims to have been the subject of actions it qualifies as reprisals, including the alleged limitation of operational resources such as telephony, internet, vehicles, and fuel, which, as indicated, would have affected the institution's functioning.

It is also indicated that one of the officials allegedly signed official documents assuming positions for which, according to the complaint, she did not have legal authority, in addition to presenting documentation before bodies such as the Comptroller General's Office.
