CSS Director Accused of Misconduct in Brazil

The National Association of Administrative Officials of the Social Security Fund (Anfacss) has filed a formal complaint with the National Authority for Transparency and Access to Information (Antai) and requested the removal of the general director, Dino Mon. This follows the circulation on social media of images of his stay in Brazil, which raised questions about the use of public funds. Mon is accused of exceeding his functions, embezzlement of public funds, and violating the Code of Ethics for Public Servants. He himself acknowledged that he decided to make a stop in Rio de Janeiro before continuing to São Paulo, where he was supposed to attend the Regional Forum on Social Security for the Americas, using his accumulated vacation days. Mon denies using public funds, stating it was a personal leave. He also defended his actions, saying his private life has nothing to do with the misuse of public funds and that such attacks arise when he is fighting to improve what doesn't work in the system. Anfacss is demanding that the Antai director impose an 'exemplary' sanction and recommend his removal from office while the investigation proceeds. In parallel, the guild delivered a note to the president of the CSS's board of directors, invoking the mechanisms established in Law 51 of 2005 to request the removal of the general director. As support, Anfacss cites three causes contemplated in the regulation: the commission of serious errors that harm the institution, lack of probity in the exercise of the position, and non-compliance with duties and responsibilities. This is not the first time the guild has requested the removal of a CSS director; in 2020, they also called for the resignation of Enrique Lau Cortés.
