Former Panamanian deputy sentenced to 13 years in prison for corruption

Former Cambio Democrático party deputy Mario Miller was sentenced to 13 years in prison for embezzling state funds. An investigation initiated in 2014 uncovered the fraudulent use of payrolls to defraud the state. Other high-ranking officials were also convicted during the trial.

In the process, the Anti-Corruption Prosecutor's Office stated that Assembly officials, along with Miller, misappropriated funds intended for social programs for their own benefit. Investigations into this case began in 2014, following a publication in the newspaper La Prensa, which revealed that some deputies were using the Legislative Assembly's payrolls to defraud the State by issuing checks to third parties. Typically, these third parties would cash the checks and receive a commission, while the rest of the money was delivered to Miller and the other implicated individuals. During the trial, the Anti-Corruption Prosecutor's Office requested the conviction of Miller and other implicated individuals after demonstrating the fraudulent use of the Legislative Assembly's payrolls to defraud the State. As a result of the judicial process, Miller was separated from the Cambio Democrático (CD) party, in which he was a member, to face the trial. The former deputy of the Cambio Democrático (CD) party, Mario Miller, appealed to the Criminal Chamber of the Supreme Court of Justice to have the 13-year prison sentence imposed on him for the crime of embezzlement against the National Assembly annulled. Through edict No. 39, the Higher Court for the Liquidation of Criminal Cases informed that it has referred the cassation appeals filed by Miller, Eréndira González, and Edith Navarro, the latter two being National Assembly officials who were also convicted in this process. In October 2024, Miller was sentenced to 13 years in prison after it was proven that he participated in the drafting of service contracts that did not meet the requirements of the Human Resources Department of the Legislative Body. Through these contracts, checks were issued for large sums, which were deposited into the account of a company with no ties to the entity. The sentence also pointed out that falsity in documents was evidenced, as checks were issued in the name of illiterate people and even deceased individuals.
