On November 25, Panama will host the international CLIPP Forum 2025, focusing on citizen security and the fight against organized crime in the digital age. Over 300 experts from various countries will participate.


CLIPP Forum 2025: Citizen Security and Alliances against Organized Crime

On Tuesday, November 25, 2025, the Latin American Center for Innovation in Public Policies (CLIPP) and the Latin American and Caribbean Parliament will hold the CLIPP Forum 2025 – SeguriTech: Citizen Security and Alliances against Organized Crime. This is an international meeting that will bring together more than 300 participants and renowned national and international experts to debate contemporary challenges in citizen security in the digital age.

The event, to be held from 8:00 a.m. to 5:30 p.m. at the headquarters of the Latin American Parliament (Parlatino) in Amador, will bring together government leaders, representatives of international organizations, academic institutions, the private sector, and organized civil society in a space for multisectoral dialogue and cooperation.

The CLIPP Forum 2025 is organized by the Latin American Center for Innovation in Public Policies (CLIPP), with the support of CAF – Development Bank of Latin America and the Caribbean, and with the participation of multilateral organizations such as the Inter-American Development Bank (IDB), the Organization of American States (OAS), the United Nations Office on Drugs and Crime (UNODC), and the National Secretariat for Science, Technology, and Innovation (SENACYT).

The forum's goal is to promote dialogue, inter-institutional cooperation, and the use of technological innovation as tools to strengthen public policies for citizen security and to face the new challenges of organized crime in Latin America.

As part of the event, the program includes six thematic panels featuring the participation of more than 15 experts. Furthermore, a conclusions and recommendations document will be drafted, which will serve as input for the formulation of public policies in the region.

“SeguriTech seeks to be a platform to connect ideas, technology, and institutional action, with the purpose of strengthening citizen security and regional cooperation,” stated Nivia Moreno, Executive Coordinator of CLIPP.

It is also informed that CLIPP Forum 2025 is aimed at public officials, security sector professionals, researchers, academics, university students, civil society members, and private sector representatives interested in security, innovation, technology, and governance topics. It also seeks to be an inclusive space for collective learning, where different sectors committed to building effective and sustainable public policies can converge.

CLIPP aspires to foster the exchange of experiences and best practices, promote strategic alliances between public, private, and multilateral institutions, and drive technological and social innovation solutions applicable to crime prevention and the improvement of citizen security.

The topics to be developed during the day are:

  5. “The Digital Environment in Panama: How to Make it Safer?”.
  6. “Public-Private Partnerships in Citizen Security Policies: Best Practices and Lessons Learned”.
