The National Secretariat for Science, Technology, and Innovation of Panama (Senacyt) and the Ministry of Science, Technology, Knowledge, and Innovation of Chile (MinCiencia) signed a cooperation agreement on February 3, 2026. This initiative, originating in Chile, represents the first collaborative language model in Latin America and the Caribbean. Unlike global models, LatamGPT is focused on the Latin American language and its cultural, social, and economic realities, providing information representative of local contexts. Authorities emphasized that Artificial Intelligence will be applied to drive solutions in critical sectors such as education, health, public administration, and social development. Chilean Minister Aldo Salvador Valle Acevedo highlighted that Panama joins a community that already includes Brazil, the Dominican Republic, Peru, and Costa Rica, strengthening the region's technological sovereignty and strategic autonomy in the face of technologies transforming the modern world. The agreement covers the development of research projects related to language models and the promotion of high-performance computing infrastructures. With this simultaneous signing by both countries, a solid framework is established for training AI models that directly address the specific challenges of Latin American societies. Within the framework of this alliance, the Joint Declaration for the Integration of Entities and Universities of Panama into the LatamGPT Project was signed. Notable local participants include AIG, the University of Panama, UTP, USMA, Universidad Latina, Udelas, Unachi, and OTEIMA. Dr. Eduardo Ortega Barría, National Secretary of Senacyt, noted in the third person that the integration into LatamGPT symbolizes a paradigm shift for the country, allowing it to move from being mere users of external technologies to co-creators with a regional identity.
