The Supreme Court of Panama has confirmed the legality of the Territorial Ordering Plan (PLOT) for the San Francisco district, leaving Agreement No. 270 in force. The Court denied the constitutional guarantee appeals filed by lawyer Roberto Ruiz Díaz and the 'Soy Paitilla' association, overturning in the latter case the first-instance decision that had granted the recourse. The rulings conclude that no fundamental rights were violated and confirmed that the procedure implemented by the Panama City mayor's office complied with all legal frameworks. The citizen consultation for this process was held on September 8, 2025, in which residents and various community sectors participated. The Court also clarified that current legislation does not require a minimum number of participants for this type of consultation, nor does it prohibit its holding on dates coinciding with national interest events, thus discarding the main arguments of the appeals. The ruling also recognizes that Agreement No. 270 responds to the need to territorially organize the San Francisco district after a previous regulatory gap, and its preparation had technical support, institutional coordination, and sufficient citizen participation spaces.
