The Board of Directors of the National Secretariat for the Development of Panamanian Afro-descendants (Senadap) has formally requested the removal of Senadap's director, Nolis Boris Góndola Solís, from President José Raúl Mulino. The decision is based on the final report of an investigative commission that documents serious administrative irregularities, lack of institutional execution, and a breakdown in the entity's governance scheme. The investigative commission, initiated after complaints from Afro-descendant organizations and officials, was carried out by representatives from the ministries of Government, Health, Education, and Labor. The report confirms disobedience to official decisions, lack of transparency, and poor human resource management under the direction of Nolis Boris Góndola Solís. This is compounded by a severe deterioration in the organizational climate, described by confrontational and evasive behaviors that have led to a loss of trust both internally and externally. Given the gravity of the evidence, the Board invoked Article 13 of Law 379 of 2023 to request the removal of the General Director. The Board considers Góndola Solís's permanence to be incompatible with the urgency of restoring administrative legality and cohesion within the Afro-descendant movement in Panama. The report presented this Wednesday confirms a systematic failure to comply with decisions adopted by the board, highlighting the disobedience to the agreed-upon unification of headquarters and the omission of critical functions, such as the drafting of official minutes. The administrative audit revealed deficient management characterized by the concentration of power in a small group of collaborators, excluding the rest of the staff. Furthermore, irregularities in human resource management and a total lack of transparency in the handling of the budget and the institution's strategic planning were identified. One of the most critical points mentioned is the possible patrimonial damage to the State. According to the report, the undue stay in a leased property generated avoidable expenses that contravene previous orders from the Board of Directors.
