Mexican-Dominican Consortium Wins Contract for Pan-American Highway Rehabilitation in Panama

Panama's Ministry of Public Works has awarded a $312.3 million PPP contract to a Mexican-Dominican consortium for the rehabilitation of a 192 km stretch of the Pan-American Highway between Capira and Santiago. This marks the second such concession awarded by the MOP.


Mexican companies Promotora y Desarrolladora Mexicana de Infraestructura and Calzada Construcciones, along with Ingeniería Estrella from the Dominican Republic, have formed the consortium that was awarded the project. The project is located between the provinces of Panamá Oeste, Coclé, Herrera, and Veraguas. The Ministry of Public Works (MOP) awarded the rehabilitation of the Pan-American Highway between Capira and Santiago through a Public-Private Partnership (PPP) to the consortium APP Vías del Istmo, composed of three companies. This is the second concession awarded by MOP through a PPP, following the rehabilitation of the Eastern Pan-American Highway, which is being executed by Intervial Chile, a project that received a notice to proceed in April 2024. Specifically, the section of the highway runs from the entrance to the Loma Campana community in Panamá Oeste province to the Hacienda Hotel in the city of Santiago, Veraguas province. The evaluation committee had to prepare two reports, with the last partial report recommending the consortium, a document that did not receive observations from the other two competing consortia. In total, 192 kilometers of the Pan-American Highway will be rehabilitated, which is a little more than 25% of its total length. These companies offered a firm commitment value of $41.3 million and an initial investment value of $312.3 million.
