The Panamanian government has authorized the import of certified rice seeds to strengthen national production and ensure food security. President José Raúl Mulino signed Executive Decree No. 2 of February 4, 2026, establishing extraordinary measures to facilitate this process. The goal is to guarantee sufficient grain supply for the next agricultural cycle.
The Ministry of Agricultural Development (MIDA) stated that both individuals and legal entities producing rice for human consumption may import seeds. The seeds must be registered as a commercial variety in their country of origin and comply with all current legal regulations. Importers are required to register, provide official variety documentation, and submit batch analysis issued by the origin country's authority.
All seeds entering the country will be inspected by the National Directorate of Plant Health, which will oversee quality controls and phytosanitary requirements. This decision is supported by Article 122 of the Constitution, which mandates the state to protect the agricultural sector.
MIDA clarified that responsibility for the importation lies solely with the importer, absolving the state of any economic or legal consequences. This initiative aims to remove obstacles for producers and secure food on the tables of Panamanians.
