The Panamanian government approved the creation of a new migratory subcategory for researchers, scientists, and professionals with exceptional talent. The goal is to attract specialized human capital and strengthen the country's innovation ecosystem. This measure was established through Executive Decree No. 6 of March 20, 2026, published in Official Gazette No. 30488c, which introduces this category within the permanent resident status. According to the decree, foreigners with an internationally recognized scientific or technological trajectory who seek to develop research, teaching, or knowledge transfer activities in established institutions in Panama may apply. The permit will be granted initially for a provisional period of two years. Upon completing that period, beneficiaries may apply for permanent residence, provided they meet the established requirements. The decree also stipulates that the process must be resolved within a maximum of 30 business days through a special procedures window of the National Migration Service. Among the requirements to apply are proofs of a scientific trajectory—such as publications, awards, or patents—a letter of affiliation with an institution in Panama, a work plan, and certification of solvency or project financing. The regulation also contemplates additional benefits, such as the exemption from import taxes on household goods upon establishing residence in the country, and the possibility for beneficiaries to undertake labor activities other than those originally declared. The decree also allows for dependents, who may avail themselves of the same migratory protection, provided they comply with current regulations. As part of its implementation, the Single Window for Scientific Integration is created within the National Secretariat of Science, Technology, and Innovation (Senacyt), which will provide guidance and support to international professionals during their process of settling in the country. The initiative aims to position the country as a competitive destination for global talent, in a context of growing demand for specialized professionals in science, technology, and innovation. In addition to general migratory requirements, the applicant must present: three passport-sized photographs; proof of a scientific trajectory, which may include: high-impact indexed publications, awards, memberships in scientific academies, and patents or other recognitions; a letter of affiliation or agreement with a scientific, academic, or research institution in Panama; a letter of responsibility from the institution, detailing: the activity the researcher will carry out and the salary to be earned; a work plan or research project to be developed in the country; certification of solvency or project financing; an updated curriculum vitae.
