Patronage for the Anton Toro Guapo Festival Established

This decision formally establishes who will be responsible for organizing and ensuring the holding of this traditional activity in the Coclé district. The new patronage will be responsible for ensuring that the festival is held every year, as well as managing the State's resources earmarked exclusively for the conservation, promotion, and development of the Toro Guapo Festival. The law makes it clear that these funds cannot be used for other purposes. The patronage's integration includes representatives from the Ministry of Culture, the Panama Tourism Authority, the Anton Municipal Council, the Municipality of Anton, and the Anton Headward Community Board. Also joining are two members from civic associations in the region and a folklore specialist designated by Culture. Regarding the money, the law establishes that, in addition to what is already contemplated in Law 25 of 2009, the Panama Tourism Authority will allocate a budget for the tourist promotion of the event, while the Municipality of Anton must contribute an annual budget. President José Raúl Mulino sanctioned Law 516 of April 7, 2026, which creates the Patronage of the Anton Toro Guapo Festival. The regulation also amends Law 10 of 2004, establishing that October 15th will be the Civic Day and Folkloric Festival of the National Toro Guapo Festival of Anton, which will be held during the second and third week of that month, with the aim of keeping the district's traditions alive.
