The university's proposal focuses on maintaining the public nature of the CSS and proposes an alternative model with solid and sustainable foundations. It stands out for not proposing tax increases that would affect the well-being of the population, opting for measures that optimize tax collection and the efficient use of existing resources.

Interdisciplinary experts from the University of Panama have developed a detailed analysis to reverse the closed model implemented in 2007, which has weakened the solidarity of the pension system. The proposal has been well received by the political and citizen community, focusing on maintaining universal and mandatory social security.

University authorities and deans from various faculties support the proposal, highlighting the importance of ensuring a dignified pension system without affecting workers and retirees. The proposal from the University of Panama is based on 14 Principles of Social Security, such as financial balance, solidarity, integral sustainability, and obligation. It aims to ensure the progressive evolution of benefits, preventive policies, and a lower social burden for citizens.
